<cfinput disabled="false"> will disable a field

Description

Per https://docs.lucee.org/reference/tags/input.html – the disabled attribute behaves as follows:

Disables user input, making the control read-only. To disable input, specify disabled without an attribute or disabled="true". To enable input, omit the attribute or specify disabled="false".

What actually happens:

If the disabled attribute is present, regardless of its value, the input field will be disabled.
