cflog throwing "conflict in same thread: on "

Description

I can't provide a nice reduced test case, this is happening with ironPDF ( i needed SVG support) calling a website to download authenticated image all using the same session. I think ironPDF is firing the requests almost all at the same time. using only http (no ssl), apache 2.4 and the Lucee installer

https://github.com/lucee/Lucee/blob/5.3/core/src/main/java/lucee/commons/io/res/util/ResourceLockImpl.java#L95

this is what I'm seeing in the application.log file

"ERROR","ajp-nio-8009-exec-8","08/08/2019","13:17:18","file","conflict in same thread: on c:\lucee\web-contexts\app\logs\wwwroot-localhost-81-reports.log"

this was reported a long time ago on the mailing list in the 4.2 days

dunno if this helps, the code that i think was causing this, was doing a cflog into the custom log file, followed by throwing an exception immediately after, and then the exception handling code was also writing into that custom log file
