lack of changelogs for SNAPSHOTS is discouraging testing by the community

Description

as mentioned on the mailing list https://dev.lucee.org/t/suggested-improvement-to-releases-page/4759/7?u=zac_spitzer,

Since there are no changelogs for SNAPSHOTs since a while, people are less likely to be testing SNAPSHOTs as there is no way to know what has changed without digging into JIRA and Github commits

Could a limited changelog be automatically generated from the git log since the previous build?

this could be more efficient, but it's desperately needed to make life easier for users

the jira integration currently fetches and caches per version, which is a bit slow...

Thanks for the PR, Zac. We definitely need the help with those changelogs, which took a step backwards with the changes to the build process/downloads page. We’ll discuss the PR in today’s standup.

It’s actually a small bug. There ARE changelogs for some snapshots, but not for all. Looks like a quick fix.

It's really important to have a flat change log list, navigating thru popups and drop downs to review per snapshot is frustrating
