if the debugging minimal execution time hides all templates, show them all

Description

if you have set a Minimal Execution Time for reporting templates in the modern debugging output, sometimes you see no templates at all

add a check, if no templates are shown at all, ignore the minimal threshold and show all templates, otherwise the debugging is a bit too mysterious

  • added 5000 and 10000 options for debug log sizes

  • increased the form field sizes for the modern debugging template options

we could also add a rule, if there are less than say 10 templates, ignore this rule and show them all
