enable LUCEE_COMPILER_BLOCK_BYTECODE by default in lucee 7

Description

Following up on Lucee CVE-2024-55354, as 7 is a major release, we are making a breaking change

I've checked this ticket with Lucee version 7.0.0.179-SNAPSHOT. The LUCEE_COMPILER_BLOCK_BYTECODE setting is now enabled by default and works as expected.
