Update apache tika to 1.28.4

when the image extension can't read a file, use tika to report what the mime type is

apache tika 1.x branch is no longer supported since 30-sept-2022, upgrade to 2.x

update apache tika to 1.28.3 (from 1.27)

FileGetMimeType() - doesn't throw an error when the file does not exist or is empty
