I've checked this ticket and confirmed the issue happened on the lucee latest pdf extension version 1.1.0.14-SNAPSHOT.
Reading the AES-256 encrypted pdf file using cfpdf action=read throws an error with detail like Unknown encryption type R = 6. Seems ACF works fine.
I added a testcase to this ticket
