don't require a login to to the web administrator if logged into the server administrator

Description

if you are already logged into the server admin for a host you shouldn't need to login again when you open the web admin

I've checked this ticket & lucee-5.3.4.58-SNAPSHOT onwards, don't need to log in again on the web if we logged into the server.
