Add Robots noindex nofollow meta directives to all Admin pages

Description

Some users do not block network access to the Admin pages and those get indexed by search engines and allow bad actors to easily identify targets.

Adding the meta tag

would instructs robots not to index those pages.

No, thanks. I saw some open sites in the wild but they may have been older servers.
