disabling debugging should purge the debug logs from memory

Description

When debugging is disabled, after being enabled, it should immediately purge all the debug logs from memory.

Currently they are only purged after a numeric thresholds is reached, so these debug logs hang just around in memory and aren't released. the Only way to free this memory is to restart Lucee
