Lucee dialect missing rand* functions

Description

I was testing out and porting some code to the Lucee dialect and found that the random functions were missing.

Should these be shared between CFML and Lucee dialects?

I was more looking for a way to get access to raw random numbers, but I found a better way. This can be closed.

... this is for .lucee. There's nothing to be compatible with.

And I agree with : it's cruft from CFML which doesn't need to find its way into .lucee
