dump debugging should always log when enabled

Description

logging cfdump only works with the undocumented output=”debug” option, I’ll add that

<cfdump var=#extensionList()# expand=false output="debug">

IMHO, when debugging is enabled, it should always log to debug, just without out the actual dump data, unless option=”debug”
