Web-admin debug settings don't correctly reset to server settings when asked

Description

As per Slack thread:

Having checked and saved all the options in the WEB admin, I then click "Reset to Server Administrator Setting" (NB: that should probably be plural: "settingS", it resets all the settings except "Template" which is still enabled. Presume this is a bug (had a look in Jira, couldn't see anything)

This is on versions 5.3.9.160 and 5.3.10.70-SNAPSHOT.

This is just FYI, it’s not hindering me at all, I just noticed it as I was trying to get something else to work. And obviously it’s not exactly critical to anyone’s success with Lucee.

The issue is the template option is default set to true (when the template option is the empty string).

I've checked this ticket and confirmed the issue happened on the lucee latest version 5.3.10.70-SNAPSHOT. In the web admin debugging settings page, When clicks the Reset to Server Administrator Setting incorrectly enables the template options (only when the debugging is enabled in server admin) even if the template option is disabled in server admin.
