Create a dockerfile for the update provider

we need to migrate the update server to docker using the lucee offical docker image

it hosts a few different websites using some rest endpoints

downloads.lucee.org, update.lucee.org (plus a few others)

did some work on making this setup easier https://github.com/lucee/lucee-data-provider/pull/14
