regression admin updates page is very slow, hammers jira

Description

with the move away from the update provider in 6, the admin now polls Jira directly

this is very slow and won’t scale

we should use this instead https://cdn.lucee.org/issues.json it's updated every 15m

the precooked version from the update provider is even faster since the refactor https://update.lucee.org/rest/update/provider/info/6.0.3.1

i removed the functionality, instead simply added a link to chnagelog.lucee.org

The goal is to get the Lucee admin a 100% independent of any Lucee related service, so i will not switch back to this. better simply add a link to a chnagelog page.
