add a method to return a pom.xml for a list of bundles using the maven matcher for OSV scanner

we have the OSV scanner, which is pom.xml driven

let’s add the ability to generate a pom.xml from the list of bundles, from a list of the installed / exploded bundles, so we can check all the extension bundles too using the osv scanner
