regression: session and client expires indexes not being created with mssql server 2022

Environment

Whilst fixing the mssql service for github actions, I updated to using sql server 2022

This works fine with 6 but fails with 5.4.6.9

this was fixed in 6.0, the tests are for 6.0 were being run against 5.4
