Delete joda-time.jar and dependency that are not used elsewhere in Lucee

Description

joda-time.jar (2.1) within Lucee are conflicting with the AWS Java SDK. Looking at the source code the only place it's referenced is in `\lucee-java\lucee-core\src\lucee\commons\date\JodaDateTimeUtil.java` which in turn is not used elsewhere so I propose its removal.

Have closed the 4.5.1 one as it's not a security fix

do you know of any reason why this is not viable / an option? Or is joda-time still there for a good reason?
