When you start with a storage set that has no jobs and you have jobs in your local config, use the jobs from that config.
ATM it only reads this jobs when storage is memory, but it should also read it when the storage is empty.
not sure if it should sync it when the local config has jobs that are not defined in the storage. this could mess up the jobs when an old server comes online, adding a jobs to the storage should be a more active action, what do you think?
