add FileModeToSymbolic function

Description

We have this internally, might as well make it available to cfml

FileModeToSymbolic( 755 ); // returns rwxr-xr-x

Not 100% sure about the name, open to feedback

I have tested this ticket with Lucee version 7.0.0.170-SNAPSHOT and checked the FileModeToSymbolic() function. It returns the symbolic representation for the given mask and works fine.
