Add a configuration option in the Lucee Administrator interface to control the Application.cfc singleton behavior introduced in Lucee 7.

I have tested this ticket with Lucee version 7.0.0.106-SNAPSHOT. When I tried to enable the singleton in the admin, it successfully updated the .config.json (listenerSingleton = true). It works fine now.
