admin applications page errors after upgrade, requiring restart

Description

Upgrading to 6.2.0321 from 6.1.1.18

I clicked on upgrade inside the server admin

Then I restarted the server because the applications tab was throwing an error

After restart all was good but it was still showing the old loader and I also wanted to upgrade tomcat to 10 as you guys specified it was now bundled in the new installer
