exception when accessing Lucee Admin

issue happens because of the setting `ORG_OSGI_FRAMEWORK_STORAGE_CLEAN`, if set to `none`, Felix does cache the lucee core bundle by version, locally i do build new Lucee builds without changing the version for testing, this was causing this issue, for that kind of development setting need to be `onFirstInit`
