Error with UTF-8 character set when attempting to send an email

Description

When attempting to send an email I'm getting the following error in the logs:

This appeared after updating the charset setting in the admin and default encoding for mail in the admin to UTF-8, to match my existing Lucee 4.5 installation.

Environment

Lucee 5, Tomcat 8, Java 8, AWS Linux
