including a non standard cfm file (eg. .txt) throws an error

Description

When doing a simple:

<cfinclude template="mails.txt">

Lucee throws an error that the lucee dialect is not enabled. This is thrown currently by the Lucee own file JSLoader.cfc that cannot load any JS files.
If in any of these included files regular CFTags are used (like CFOUTPUT), Lucee complains that the Tag is unknown.
