update postgres jdbc driver to latest (currently 42.2.14)

Description

The current JDBC driver is 42.1.4 from 2017

https://jdbc.postgresql.org/documentation/changelog.html#version_42.2.14

Also when the older 9.4.1212 version is installed (bundled default I think), there is no prompt to update to the 42.1.4 version

The postgresSQL jdbc driver was updated now. New jdbc driver versions available, the latest version now is 42.2.20.

meanwhile, the current version is now 42.2.19 (2021-02-18)

Yes, this is resolved in https://github.com/lucee/extension-jdbc-postgresql/commit/3b4587aabbf5ab8de96f4872d683cc1cedac5001

But I didn’t close the ticket as the binaries are not yet deployed to download.lucee.org
