use docker login for github actions

Docker has kindly sponsored Lucee as part of their open source program

We ran out of pull creds last night, there’s only 100 image pulls per 6 hours, or 200 for a normal login

we now have unlimited pulls

people forking the repo, may need to configure creds, they are PUBLIC as these creds only allow public pulls

only a subset of values are available in the services section, you will still need a docker login on your lucee forked repo

PRs still fail due to trying to publish to maven, but that’s a different issue https://luceeserver.atlassian.net/browse/LDEV-5059

I’ve merged this into 6.1, I’ll update 5.4 and 6.0 manually, I’ll leave it to you to merge into 6.2

also sql server changed their tooling, which was causing sql server not to start…. ah the joys
