add placeholder {lucee-config-file} for .CFConfig.json file path

Description

as we have the current behaviour of using the custom path for .CFConfig.json via LUCEE_BASE_CONFIG, which is a little confusing,

that is if you use LUCEE_BASE_CONFIG=/home/zac/CFConfig.json then there is no /opt/lucee/lucee-server/context/.CFCconfig.json at all

we should add a placeholder {lucee-config-file}

done! i needed that change so the build would run on CI, I have committed that build fix directly
