support deploying a .CFCconfig.json by dropping it in the /deploy folder

Description

the more i think about it, supporting dropping a .CFCfconfig.json in the lucee-server/deploy folder feels kinda right


if we did that, that would take then take precedence over any env vars, but with the use of the custom
.CFCconfig.json location approach, gets rather complicated (just thinking aloud here)

yup, both end to end tests are passing on testlab

it’s a very common practise to deploy extensions with light/zero by dropping them into the deploy folder before startup

I've checked this ticket with Lucee 6.1.1.50-SNAPSHOT. The .CFCconfig.json file is now deployed successfully in the lucee-server\deploy folder and updates the config JSON file without any errors. Could you please ensure this ?
